About Us

Cindy Riggins, founder of Riggins Rights Management, envisioned a way to assist Christian publishers who lacked the resources to maintain their own international rights department. She aimed to utilize her ten years of expertise in rights management to help these publishers effectively manage their rights and proactively market their books to the global publishing team in the international inspirational publishing community. Thus, in 2003, Riggins Rights Management was established to provide a business-to-business service that connected publishers worldwide, delivering books and other products in the heart languages for readers around the globe.


As the company expanded its clientele, it also broadened its reach into various global territories by adding localized Managers who lived in those areas, spoke at least one primary language, and understood the cultures of their respective regions. By the time Cindy retired in March 2026, the team had issued over 10,000 licenses in at least 75 different languages, positively impacting over 20 million lives.


In April 2026, Jade Doyel acquired Riggins Rights Management and rebranded it as Petradi International Rights Services, Inc., preserving the heart, mission, and vision originally laid out by Cindy.

Our Team

Our global publishing team boasts over 200 years of combined experience in the Christian publishing community worldwide. Our Territory Managers hail from their respective regions, bringing knowledge of the local language and culture, as well as insights into current geo-political influences shaping their publishing markets. 


Specializing in rights management, we have representatives who live and work within their territories, collectively speaking no fewer than 10 languages.

Jade began his journey in Christian publishing in Korea, where he worked to acquire English-language titles for translation and publication. With experience in China and Spain, his international background, combined with a passion for bringing faith-based literature across borders, has shaped his career in rights management for over two decades. He holds a BA from Iowa State University and an MS in Intellectual Property Law from the John Marshall Law School in Chicago, Illinois. After spending seven years at Riggins Rights Management, Jade became the president and owner of Petradi International Rights Services, leading a global publishing team dedicated to expanding access to quality literature.

Richard Loh has over thirty-five years of experience in educational and Christian publishing. Before moving to the United States, he managed the publishing and sales of professional and educational titles for McGraw-Hill Asia in Singapore. Richard Loh has over thirty-five years of experience in educational and Christian publishing. Before moving to the United States, he managed the publishing and sales of professional and educational titles for McGraw-Hill Asia in Singapore. In 1996, he joined the World Bible Translation Center in Fort Worth, Texas (now Bible League International), where he was the Director of Distribution. In this capacity, he oversaw the global sales and distribution of Bibles and Scripture resources, working closely with a global publishing team. Richard later took on the role of Senior Director at Biblica, where he led translation teams and managed rights management for the distribution, sales, and licensing of print, audio, and digital Bible rights. He collaborated extensively with ministries and both domestic and international publishers to expand access to Scripture worldwide. Richard holds a Master of Business Administration in Management from Abilene Christian University. Fluent in Mandarin and several Chinese dialects, he brings valuable global and cross-cultural expertise to his work. He currently resides in Texas.

Lina Sawaqedy brings eighteen years of experience in both Christian publishing and secular publishing, leading international projects across English and Arabic markets as part of a global publishing team. While based in Amman, Jordan, she served as Chief Publisher at Ophir, a leading Christian publishing house, and at Jabal Amman Publishers, recipient of the Excellence in Publishing Award. After relocating to the United States in 2019, Lina led production at Brave Books, a Texas-based faith-driven children’s publisher, for three years. She later founded Belight Publishing LLC, a publishing consultancy and agency representing children’s book illustrators, further expanding her expertise in rights management and international collaboration. Throughout her career, Lina has worked closely with international publishers on rights acquisition and translation rights sales, building strong cross-cultural partnerships. As a native Arabic speaker and a Middle Eastern Christian with extensive experience in Christian publishing, she offers specialized insight into the opportunities and challenges of translating and publishing English-language works into Arabic and other MENA-region languages. Currently based in Houston, Texas, Lina serves as Rights Director for the Middle East, managing translation rights across the MENA region.

Marcos Simas, PhD in Religious Studies, is a thirty-four-year veteran of the Brazilian publishing industry, with a strong focus on Christian publishing. He holds a specialization in publishing from the Yale Publishing Course at the Yale School of Management Executive Education and completed the Basic Course in Editing at the University of Chicago. Serving as Editor-in-Chief of various editorial projects, he has acquired and published over 700 titles in Portuguese. As an author, Marcos contributed to the unprecedented Moody Study Bible for the Brazilian Bible Society and developed daily devotionals based on the writings of John Wesley, Martin Luther, and Dwight L. Moody for Our Daily Bread Brazil. Additionally, he has acted as an Editorial Consultant for the Brazilian general publishing market and religious publishers, collaborating with a global publishing team. For nearly ten years, he was the Editor-in-Chief of Christianity Today magazine in Portuguese, also writing articles and features for the original North American edition. As a frequent speaker on Christian publishing at Brazilian and global events, Marcos shares his expertise as a professor in Casa Educação's MBA in Book Publishing program, Magazine Training International (MTI), Media Associates International (MAI), and ECPA's Publishing University. He currently manages global Portuguese and Spanish rights for Petradi International Rights Services from his office in Brazil.

Nadiyka has worked in publishing since 2006, starting her career as a journalist and book reviewer, and later becoming the editor-in-chief of a Christian publishing house. She has translated numerous high-profile titles from English into Ukrainian and has been an integral part of a global publishing team. Today, Nadiyka is a bestselling and award-winning Ukrainian author known for her historical fiction, children’s books, and Christian nonfiction. She also hosts a radio show and podcasts. Nadiyka holds an MA in English Language and Literature from Kyiv National Linguistic University (Ukraine) and an MA in American Studies and Mass Media from the University of Łódź (Poland). Residing in Ukraine, she manages rights management in Europe and the Nordic region.

With an MBA from Yeonsei University, specializing in Human Resources and Business Management, and a bachelor's degree from Hankuk University for Foreign Studies with a major in Chinese and English, Shin-Hee brings a wealth of knowledge to her role. Throughout her career, she has collaborated closely with a global publishing team, including authors, agents, illustrators, churches, media, and other publishers. Kristi works from her home office in Alabama.

Throughout her impressive career in Christian publishing, Cindy facilitated over 10,000 licenses worldwide. In 2026, upon her retirement, the company name transitioned to Petradi International Rights Services, yet it continues to operate and support the global publishing team in the same spirit and commitment that Cindy instilled in RRM.
