Cindy Riggins, founder of Riggins Rights Management, had the vision to help Christian publishers who could not support their own international rights department. She wanted to lend her ten years of expertise to help them manage their rights and proactively market their books to the international inspirational publishing community. Thus, in 2003, Riggins Rights Management was formed to provide a business-to-business service that connected publishers around the globe that would provide books and other products in the heart languages for readers worldwide.
As the company grew its clientele, it also expended its reach into various global territories by adding localized Managers that lived, spoke at least one primary language, and understood the cultures of their respective territories. By the time Cindy retired in March 2026, the team had issued over 10,000 licenses in at least 75 different languages, impacting over 20 million lives.
In April 2026, Jade Doyel purchased Riggins Rights Management and renamed it Petradi International Rights Services, Inc, keeping the heart, mission, and vision originally set by Cindy.
Our global team has over 200 years of combined experience in the inspirational publishing community worldwide. Our Territory Managers are from their respective regions, knowing the local language and culture, as well as current geo-political influences shaping their publishing markets.
Specializing in international rights, we have representatives that live and work within their respective territories, and speak no less than 10 languages combined.

Jade began his publishing journey in Korea, where he worked to acquire English-language titles for translation and publication. Having also worked in China and Spain, his international experience, coupled with a passion for bringing faith-based literature across borders, has shaped his career in rights management for over two decades. His educational credentials include a BA from Iowa State University and an MS in Intellectual Property Law from the John Marshall Law School in Chicago, Illinois. Jade worked at Riggins Rights Management for seven years before becoming president and owner of Petradi International Rights Services.

Richard Loh has more than thirty-five years of experience in educational and Christian publishing. Prior to relocating to the United States, he managed the publishing and sales of professional and educational titles for McGraw-Hill Asia, based in Singapore. Richard Loh has more than thirty-five years of experience in educational and Christian publishing. Prior to relocating to the United States, he managed the publishing and sales of professional and educational titles for McGraw-Hill Asia, based in Singapore. In 1996, he joined World Bible Translation Center in Fort Worth, Texas (now Bible League International), where he served as Director of Distribution. In this role, he oversaw the global sales and distribution of Bibles and Scripture resources. Richard later served as a Senior Director at Biblica, where he led translation teams and managed the distribution, sales, and licensing of print, audio, and digital Bible rights. He worked extensively with ministries and both domestic and international publishers to expand access to Scripture worldwide. He holds a Master of Business Administration in Management from Abilene Christian University. Fluent in Mandarin and several Chinese dialects, Richard brings both global and cross-cultural expertise to his work. He currently resides in Texas.

After relocating to the United States in 2019, Lina led production at Brave Books, a Texas-based faith-driven children’s publisher, for three years. She later founded Belight Publishing LLC, a publishing consultancy and agency representing children’s book illustrators, further expanding her expertise in international collaboration and creative development.
Throughout her career, Lina has worked closely with international publishers on rights acquisition and translation rights sales, building strong cross-cultural partnerships. As a native Arabic speaker and a Middle Eastern Christian with extensive experience in Christian publishing, she offers specialized insight into the opportunities and challenges of translating and publishing English-language works into Arabic and other MENA-region languages.
Currently based in Houston, Texas, Lina serves as Rights Director for the Middle East, managing translation rights across the MENA region.

Marcos Simas, PhD in Religious Studies, is a thirty-four-year veteran of the Brazilian publishing industry. He holds a specialization in publishing from the Yale Publishing Course at the Yale School of Management Executive Education and completed the Basic Course in Editing at the University of Chicago. He served as Editor-in-Chief of editorial projects, acquiring and publishing over 700 titles in Portuguese. As an author, he worked on the unprecedented Moody Study Bible for the Brazilian Bible Society and on daily devotionals based on the writings of John Wesley, Martin Luther, and Dwight L. Moody for Our Daily Bread Brazil. He also served as Editorial Consultant for the Brazilian general publishing market and religious publishers. For nearly ten years, he was the Editor-in-Chief of Christianity Today magazine in Portuguese, in addition to writing articles and features for the original North American edition. Marcos is also a frequent speaker on Christian publishing at Brazilian and global events and organizations, including as a professor in Casa Educação's MBA in Book Publishing program in Brazil, Magazine Training International (MTI), Media Associates International (MAI), and ECPA's Publishing University. Marcos manages global Portuguese and Spanish rights for Petradi International Rights Services from his Brazil office.

Nadiyka holds an MA in English Language and Literature from Kyiv National Linguistic University (Ukraine) and an MA in American Studies and Mass Media from the University of Łódź (Poland). Prior to joining Riggins Rights Management and Petradi International Rights Services, she worked as an editorial coordinator for WorthyKids (an imprint of Hachette Book Group), a contracts and rights administrator for Ideals Publications (a Guideposts Company), an office manager for author Karyn Henley, and as a publicity coordinator for Thomas Nelson Publishers. During her tenure with these companies, she has worked closely with authors, agents, illustrators, churches, media, and other publishers. She works from her home office in Alabama.

The company served the publishing industry as a "business-to-business" service that linked its client's proprietary material with international publishers to acquire rights and provides comprehensive rights management services. Throughout her Christian publishing career, Cindy has been involved in over 10,000 licenses worldwide. In 2026, Cindy retired, at which time the company name changed to Petradi International Right Services, but continues to function and serve the international Christian publishing community in the same manner and heart as what Cindy built with RRM.
